Hi Gunnar, I finally see my error! In the Language Support Hebrew was always grayed out. I assumed that the fact that it was grayed out meant that I couldn't use it. In fact I couldn't choose it, but I COULD drag it up to the top, and THAT I didn't know.
So that solves the main problem in that my friends can use Hebrew. There is another system which I use for compilation of Netbeans and others use for data entry. I prefer English but Hebrew is necessary for those doing the data entry. Thus I await your update which will completely solve the problem. BTW, I REALLY appreciate your very prompt response. In the old days I used to use Windows and in your fondest dream you could never get someone to even look at the problem, let alone FIX it!
