lc-messages-dir is a MySQL 5.5 only variable, and came from mysql-common 5.5.17-4ubuntu4 It would seem then that mysql-common from 5.5 needs to declare that it breaks mysql-server-5.1 so that they are configured and replaced in the proper order.. mysql-server-5.1 will be removed in 12.04, but we need to make sure the upgrade is handled properly. We should also think about changing the automated tests to test upgrading *mysql-server* not *mysql-server-5.1* since 12.04 will have mysql-server-5.5.
