Did you try unpluggin the modem AND restarting computer (actually only network-manager service needs to be restarted)?
In my case if the modem is still pluggen in (even though the computer may be rebooted or even swithed off, while still getting +5V power from the USB port) - it won't connect. Try to do that (unplug the modem completely from the usb port AND restart either network-manager or the computer. Then check if it helps. Also, you can monitor /var/log/syslog looking for line that states: (Huawei): GSM modem /sys/devices/pci0000:00/0000:00:1d.7/usb1/1-4 claimed port ttyUSBX. If such a line appers - the modem will work OK.
