Public bug reported:

Binary package hint: gnome-panel

I assume a menu bar is extended on the bottom of the desktop. You want this
menu bar on the left of the screen so right-click on it, properties and select
left in orientation.
The menu bar is now on the left of the desktop. but when you logout/in the menu
bar stays vertical but in the middle of the screen and not on the left of the
desktop. It happens when the menu bar is extended or not.
