I upgraded Ubuntu from 10.10 to 11 via the internet.  During the
installation of the upgrade, I chose Shut down.  Now, my pc is bricked.
I cannot start Ubuntu back up.

Actual results:

Pc will not start back up in ubuntu.
User can shut down computer in the middle the installation of the upgrade.

Expected results:

Use should not be able to shut down the computer in the middle of an upgrade 
since this is a vital process where files are being replaced.
Pc should start back up if a shut down is allowed during the installation of 
the upgrade.
