I am not sure if this is the best way to handle this bug, but let's try:
I am going to close this bug, and should you experience this bug, please file a
new report.
While it is the same symptom (webcam is detected, scanner not so) there seem to
be varying underlying reasons, like permission problems (well known problem
with sane) and missing drivers (other well known problem).
