Well I got my window moving bugs (it was a mouse polling issue) and
screen tearing issues all figured out, but it turns out that I actually
DO have this bug after all- it just wasn't the cause of my other issues.

After leaving my laptop on overnight will downloading a torrent, I
noticed that moving windows around was kind of jerky, only update at
maybe 2 frames per second. Actual update within windows themselves was
perfectly fine, but moving the windows around was no longer smooth.

Restarting compiz (compiz --replace) brought the speed back up to
normal, so I can confirm this performance decrease on my computer.
