I see Ubuntu's git repository, http://kernel.ubuntu.com/git?p=ubuntu/ubuntu-oneiric.git;a=summary shows a new version, 3.0.0-15.24, that includes 3.0.13. So it continues to look on its way :) , but I don't know how long 'til that reaches the update archives.
