I still have this problem.
Currently as a workaround I'm doing ifdown/ifup on eth1 in rc.local.

Some info on my system:

kubuntu 7.04 fully updated
dual boot (the other OS is XP)

ADSL modem on eth1 (3Com PCI 3c905B Cyclone 100baseTx)
local net on eth0  (Intel PRO/100)
