Ok tested to do a clean install of 7.04. ( second machine )
And it did not suspend on idle and running on battery. 
However if I change the value of the 
/apps/gnome-power-manager/action_battery_sleep_type then it suspend like it 
should.
So it seems that the gnome-power-manager don't add the sleep value to the 
config files.
