In guest-session the behaviour to add new time zone is as expected. It did display e.g. Cairns in Australia. After the installation there has been nothing changed on the indicator from user side, /home was kept as is and the behaviour in Oneiric was as expected.
Back in user account run dpkg-reconfigure, it allowed to select other time zones but didn't recognize the one which the user wanted.
