** Description changed:

  Using the unity-window-decorator in ubuntu it's possible to shade a
  window using the mouse wheel over it, but this is not possible using the
  top panel.
  
  1) Open a restored window
  2) Use the mouse wheel in "up" direction over the window decoration
  3) The window should shade.
  4) Grab the shaded window decoration with mouse and drag it over the panel
  5) The shaded window is maximized while still stay shaded.
  6) Use the mouser wheel in "down" direction over the top panel
+ 7) Nothing happens.  What should happen is that the window becomes un-shaded
