This is fixed in Ubuntu 11.10 and above with the introduction of a new
'static-network-up' upstart event.  This change will not be backported
to Ubuntu 10.04.

It is possible to customize /etc/init/rc-sysinit.conf for your
particular server requirements, so that sysvinit scripts will not be
started until your network interface has been configured.
