in non-maximized windows, give a split item behavior to a "<window title> - <app name> <down arrow>" appearance in non-maximized windows, when I hover "<window title> - <app name> <down arrow>" for a short while, the menu bar appears and persists below the title bar in non-maximized windows, when I click "<window title> - <app name>", the line surrounding the window is highlighted, so I can hold the click down to drag-and-drop the window anywhere
