I had been trying unity -reset so I tried unity --reset.  It hasn't
affected the bug which still occurs, but then there seem to be things
missing and  it segfaulted:

richardn@dragon:~$ unity --reset

Segmentation fault


After running this, I lost window decorations and had to log out and log in to 
get them back.
