Public bug reported:

Hi, this is a slightly annoying usability / prettyness bug/feature
request in the latest version of unity.

I have a non-netbook screen, so I set the dock to be always shown, and
to be a sane size (the default is waaaay too big). If functions ok (or
it will once all the bugs are fixed), however it looks really stupid
because it doesn't extend all the way to the top of the screen.

This is all illustrated in the attached diagram so I won't go on about
it. I'll just add one thing: It's well-known that edges, and especially
the corners of the screen are really useful space since they are so easy
to get to. Fortunately this is implemented properly in the dock!
However, for the window title bar, the top-left corner does nothing.

This is perhaps sensible, since it is next to the close button which you
don't want to accidentally press. But it would be a million times more
sensible if the top of the dock (the "start" menu icon) was there.

I suppose this behaviour should only be changed if auto-hide is off.

** Affects: unity (Ubuntu)
     Importance: Undecided
         Status: New
