Some extra notes: the network indicator has two options:
- Disable Networking
- Disable Wireless

If I disable networking, that should kill all networking. It causes the
network indicator to show that wireless is off and no wireless network
is connected to, but no items as shown by rfkill list are blocked, so
the hardware still has not been properly disabled. Choosing disable
networking should perhaps rfkill block 0, 1, 3 (and hci0?)

NB Disable Wireless does block 0 and 3 (hp-wifi and phy1) as expected.
