Public bug reported:

When I removing default keyboard layout from the list in the keyboard
preferences theme of my desktop changes. After that it looks like vary
old GNOME desktop interface. I can change it back to my favorite
'Ambiance' then. But after system restarts I still see deleted keyboard
layout in the Keyboard layout indicator ( at the top desktop panel ).

I defined that removed layout is 'default' by clicking the 'Reset to
Defaults' button in keyboard preferences. After that I see it there
again, and it is 'USA Alternative international (former us_intl)'.
