the app loading seems to take a fraction of time when expanded so that
is one reason for it not being expanded when 'available to download'
apps are disabled.

Title:
  unity applications lens should auto expand installed applications by
  default when the  user disables the apps available for download as
  this is the cause in the first place the user did disable this feature
  to save screen space
