I've got the same issue on the Toshiba Tecra R840. I looked at the following thread: http://ubuntuforums.org/showthread.php?t=1550219 and there was a fix which involved using toshset to turn the backlight on after adjusting the levels.
When typing "toshset -bl on" into the terminal after adjusting the levels as required, the backlight will subsequently change to that level. Its a temporary fix, but better than nothing. There are also a couple of scripts at the bottom of the page that allow you to bind the brightness- up down keys to the command.
