Thanks for the bug report, David. I believe I've made some progress,
though Unity/gnome-shell/GTK3 are still moving targets. We may have to
revisit this in the future.

Now, if floating icon, status icon and force-to-top mode are disabled,
Onboard should properly show up in the launcher and can be restored from
there.

This can't be done with force-to-top mode enabled, so now in this case
the floating icon will show up as the last option to unhide onboard.
