I have a 1280x1024 resolution and Refresh Rate of 75 Hz.  I had tested
the Edubuntu package files which, I think, are unrelated to the issue
and I no longer get that screen display malfunction.

It seems like it had changed all settings to behave as the Edubuntu
version from boot up to shut down.  I have now uninstalled the package
and reverted to Ubuntu and everything works fine other than the Edubuntu
logo showing up on startup.

Could you please confirm that the display is configured to work at the
manufacturer recommended resolution and horizontal and vertical refresh
rates? You can check your /etc/X11/xorg.conf file to check this, or you
can use the System->Preferences->Screen resolution menu option from the
GNOME panel.
