Public bug reported:

As the title says: left border of the first tab of notebooks panel is
missing. Tested more gtk applications (glade, gedit, system monitor) and
all of them have this problem, and changing the theme to High Contrast
or High Contrast inverse shows that there is a border, but it's not
visible when using light-themes (Ambiance/Radiance). See the screenshot
attached to see it for yourself.
