This bug seems to be fixed on Precise (12.04). I've been able to read the dvd on the alpha 2 version (without the "no dvd menu" workaround). I could read it correctly with vlc, but not with totem (it does not hang, but nothing appears on the screen : maybe it is another issue, as precise is still alpha).
I suppose it is because of the upgrade of libdvdnav4 library (version 4.2.0 instead of 4.1.3 : http://packages.ubuntu.com/precise/libdvdnav4).
