Unless you have another package that depends on a newer version of CELT, is there a reason to package the new one? Debian has deliberately not packaged a newer version because there isn't a single package that depends on newer versions, whereas Mumble does depend on 0.7.1. Newer versions of packaging are sitting in git, but there just hasn't been any point in releasing them; we'd have to have both versions, which introduces hassle and complexity without any clear benefit.
Most of CELT upstream's efforts are going towards Opus, the new codec from IETF. CELT is part of this new codec, so it's unlikely that new software will be developed that depend on stand-alone CELT after Opus has been released. Mumble has Opus code ready to go, but we can't release it until the standardization in IETF is finished.
