Reproduced - this happens when control panel is resized to its minimum
size.


** Description changed:

  In my Devices tab, I see two overlapping overlay scrollbars on the
  right.  It is hard to take a screenshot of them in-action, but in the
  attached image you can see how near the top right the orange bar is
  thicker.  That's the second scrollbar.
  
  As far as I can tell, in this image, I don't even need one scrollbar.
  The window is big enough.
