Your proposed fix addresses this bug for the case of new installs, but not for upgrades where PATH is already set. Could you extend the patch to handle this case as well? Also, if you wouldn't mind, it would be helpful if you would base your bzr branch on lp:ubuntu-core-dev/pam/ubuntu/ (the branch listed in debian/control's Vcs-Bzr field) instead of on lp:ubuntu/pam.
