Not confirmed. In my case (IBM ThinkPad T40, Xubuntu 11.10) the configuration file ~/.config/xfce4/panel/xkb-plugin-4.rc is kept intact but I do experience the forget-change-layout-option bug. Strangely, xkb remembers the short-cut keys if I restart it with pkill xkb.
