Ubuntu 11.10 does have some fltk13 packages now. The ...-dev package was fine, but the fltk13 package itself seems useless since it does not have the (four I needed) libfltk... libraries. The workaround is to add links to /usr/lib pointing to the necessary libraries in the tarball download.
