Public bug reported:

On dual-screen installations, the mouse capture threshold is too high.
While having a second unity launcher is useful, when panning-screens,
the current defaults require a user to "zoom" when moving the mouse to
another screen. The default seems to assume that a user wants Unity with
slower mouse movement, instead of content on another screen. The
default should be set low enough so that users don't have to "zoom."
IMHO, this affect usability of Unity.

Additionally, there should be an easy way for users to adjust this
threshold. Having to use a tool like myUnity or CCSM will seriously turn
off users and will likely lead to bad press.
