landscape-config is being called by debian/landscape-client.postinst,
but the settings are still ignored.  debian/landscape-client.postinst
first checks for the existence of /etc/landscape/client.conf.  If it
exists, it does not read any debconf settings and reuses the existing
client.conf file.

If the client.conf file exists, the postinst script should back up the
file and write a new one.
