Oh, and also you (probably) don't want to set the environment variable for running 64 bit guests as I suspect it will unnecessarily restrict the total amount of RAM that they can use.
Re: doing it upstream: the current status of the discussion is here (plus followups): http://lists.gnu.org/archive/html/qemu-devel/2011-12/msg01697.html (that patch is the equivalent of setting the environment variable for 64 bit hosts running 32 bit guests).
