Looks like the deb forgot to unzip the file, dpkg -L lists /usr/share/doc/ruby-rvm/README.gz and /usr/share/doc/ruby- rvm/README.txt.gz. Either that or logic needs to be added to scripts/functions/installer, scripts/cli, and scripts/help to use -zcat as an option to the pager and to look at the correct file.
