For these settings' dialogs:
* double click on the action (left part): it opens a dialog to change the 
command
* double click on the shortcut (right part): it opens a dialog to change the 
keybindings (just press the keys ou want).

Thats' all.

(But, for window manager shortcuts, you can't add or delete actions,
because they are tied to xfwm4 functions, you can't add something like
"maximize the window horizontally on monday evenings and vertically the
other days", because xfwm4 doesn't propose such a feature ;-).
