These people you can't talk to have broken Mumble installs; the Mumble INSTALL 
document explicitly says that, if you tell it to use the system-installed CELT; 
"this requires that you have CELT 0.7.0 or 0.7.1 installed on  your system as 
CELT does not maintain bitstream compatibility"
Mumble supports multiple concurrent versions of libcelt, and will pick the 
latest version that all people on the server supports. However, the universal 
fallback that is supported on all platforms, across all versions, is CELT 0.7.1.

Mumble's tarball does bundle CELT, and if you compile mumble without
CONFIG+=no-bunbled-celt, it will compile and use both a 0.7.0 and a
0.11.0 library. This isn't good for package maintenance though; we don't
want multiple copies of libcelt with different origins.
