I can verify what Sebastien has written. I made the change to synaptics to default to locked tap-and-drag. It was a requested feature by people with clickpad devices because it was very difficult to click and drag before.
I am monitoring feedback from users about this and other changes. If many people find it to be a problem, we can consider reverting it. I'm merely trying to weigh the benefits and advantages. I hope to merge better clickpad support late this week or early next through a feature freeze exception.
