I can also verify that this bug is persistent for: tiemu v3.02 with a Ti89 titanium ROM under Ubuntu 11.04
Note: I'm booting into the gnome desktop instead of the default unity desktop, and I'm also using Compiz window manager which allows me to use CTRL+ALT+[numpad 4 or numpad 6] to make any window orient to the left or right hand side of the screen, and as long as I don't try to resize tiemu in any way (either through any of its preferences or by click- dragging its window) then the CTRL+ALT+[numpad option] seems to allow tiemu to remain full size to one side of the screen.
