Public bug reported:

I've modified both i18n/language.txt and i18n/langpack.txt to include 'nl' 
(langcode for dutch), but after building the image the interface is still in 
English. 
When I go to 'language settings' on the live system it shows that dutch 
(Nederlands) in the list, but the preferred language is English.

Setting another wallpaper does work.
