Another possible (quick?) solution, at least until the issue is fixed properly, would be to have the user hold a specific key (e.g. 'Alt') while dragging. This would inform Unity that the user wishes to override Unity's built-in safety mechanism and allow the specific item to be opened by any application icon the user drags it on to.
