Ah! Now I understand, and I agree completely with your summary. For me, it is not at all obvious that you have to actually be in the folder you are trying to bookmark with the menu "Add Bookmark" option, because normally I select a folder with the mouse and use dnd, so (naturally?) I expected the menu option to work on the currently selected folder. So yes, the behaviour of the menu option is confusing.
