I'm living in germany, so I use to pick CET time when installing Ubuntu (this 
may be helpful to reproduce that bug).
 
When I want to pick the New York Time Zone in the Clock Indicator, I always get 
the UTC time, either I pick New York City from the list.
 
Even switching to florida time doesn't work, I still get UTC instead of West 
Coast Time.
 
This bug has been in Ubuntu 11.10 too, now in 12.04 LTS "PRECISE" it is still 
there!
