Public bug reported:

My Dell XPS M1530 will not suspend when the lid is closed. The settings
are all appropriately set. The lid close and open events are being
recognized by dbus, but for some reason, GPM is ignoring the lid close.
Suspend works fine if I choose "Suspend" from the menu or if I manually
issue 'pm-suspend'. It wakes from suspend just fine when the lid is
opened. upower does not show the laptop as docked, so I don't believe
this is related to #933710
