Public bug reported: You could have two compiled version of Wally: one depends on KDE libs and the others on Qt only libs. The package in official Ubuntu Precise repositories depends of KDE libs. Or if you are using Unity/Gnome and install Wally, you'll install all the kdelibs stuff...a waste of hard disk for a gnome user. On the official Wally site you could find a package specially for gnome, without kdelibs stuff, why it is not present in official repo, with a name like this: wally-gnome?
