Public bug reported:

I recently travelled to London from the eastern United States. I was
able to easily change my system time zone to London using the date/time
indicator however my appointments in Thunderbird (Lightning) did not
update to reflect the change. I had to dig through the preferences
window in Thunderbird to change Lightning's time zone.
