I think this is a different bug!
I've experienced that issue and this has nothing to do!

The problem here is that there's no response when using the mouse wheel
(quite different from when the response is incorrect as in bug #928930)

please remove the duplicate status!

** Description changed:

  In an up-to-date Precise beta, scrolling with the wheel on a mouse
  doesn't work.  I see this specifically in Gwibber.  Scrolling by
  clicking on the scrollar tab works fine.
  
+ Steps to reproduce:
+ 1. open an application with a long content (as a gwibber stream), probably 
just for those that use overlay scrollbars
+ 2. move your mouse wheel up or down to have the window content scroll
+ 3. notice that nothing happens to the content of the window
+ 
  Expexted behaviour? Should be able to scroll with the mouse wheel, as in
  previous releases.
