Public bug reported:

Using Unity in Precise Beta1, the launcher does not reveal upon cursor
moving to the left edge. Bugfinder suggested fglrx as the issue - not
sure about that, but I'll try. Can use the launcher via the <Super>
button, and all unity 3D features seem to be fine, except the reveal.
