It's a mere guess, but this issue might be caused by acpid/acpi-support.
Most hardware hotkeys are now either handled through generic ACPI key
handling in the kernel, and otherwise often by platform-specific ACPI
modules. That's the clean way it's supposed to work like. The issue here
is that acpid still ships with lots of scripts and hacks to detect and
insert key presses into the input layer.

Try to remove acpid and acpi-support. Does this fix it?
