This bug has been sighted by lynxman, so I'm marking it confirmed.

He kindly gave me access to the VM to try to debug.  The version of
libvirt he had installed was 0.9.8-2ubuntu13.

When I tried to add some debugging and rebuilt, the symptom went away.

When I took the 0.9.8-2ubuntu13 sources and simply rebuilt those with no
changes, the symptom went away!

Each time, if i re-installed the packages from /var/cache/apt/archives,
the symptom would come back.

When I installed the .ddebs from the archive, the symptom went away.

I confirmed the sha1sums for the versions in /var/cache/apt/archives
were correct.
