Lubuntu precise powerpc all updates applied as of 20120317 at 12:37 pm
US CST.

I moved my primary panel to the top
Created a second panel and put it at the bottom of screen.
Added only Apps
Set width to Dynamic, and reboot the panel disappeared but just a small portion 
of one icon.

Screen shots attached as one compressed file.

screen shot 00 shows what the panel shrunk to.
The other screen shots show the panel settings.

Setting panel size to 320 pixels with autosize spacers on each end of the panel 
prevents the problem.
But as soon as you select Dynamic sizing, the problem reoccurs.
