In follow up to my previous comment, I notice that the unity package version is the same for my desktop and laptop ( 4.28.0-0ubuntu2). Also, in a guest account on my desktop computer the dash search includes files and folders. So the problem looks more like a configuration or interaction conflict specific to my user account. This is more tricky to track down. I thought it might have something to do with installing tracker-gui, another way of searching files and folders. However even after removing it, the problem is still there. I guess I will have to create another user account for myself and try to see if and when the problem re-occurs.
